Founded in 2018 by Assem Mourad and Shaz Butte, Highlands Construction is a Houston-based general contracting company that has swiftly emerged as a leader in the construction industry. Shaz and Assem first met in 2010 while working for a well-established developer and construction firm, and they built a solid friendship during that time. After taking different career paths, Assem rose through the ranks of the oil and gas construction industry, becoming the lead global estimator at McDermott, one of the world’s largest construction firms. Meanwhile, Shaz gained extensive experience with other general contractors, eventually becoming the director of construction at a mid-sized firm, where he managed the entire operation.
Highlands Construction brings a broad range of expertise, covering sectors such as medical, industrial, retail, and education. The company has been recognized with several prestigious awards, including an Inc. 5000 ranking as the 20th “fastest-growing company” in the Houston Metro area over the past three years, and a Landmark Award for its work on the Clark’s Oyster Bar Restaurant project. Assem was honored as Houston Business Journal’s (HBJ) “Most Admired CEO” in 2023, and Shaz was honored as one of HBJ’s “40 Under 40” for 2024, highlighting the company’s leadership and impact in the region.

The company is a strong supporter of the Houston Area Women’s Center, helping to raise more than $500,000 in 2023 alone. Assem Mourad is a co-founder of Highlands Construction with over 14 years of construction industry experience. He has previously worked at two of the largest global construction companies and helped to manage some of the most complex projects, from managing local commercial projects to large-scale oil and gas construction projects.
His diverse background includes managing local commercial projects, as well as largescale oil and gas construction initiatives for two of the largest global construction companies. Assem holds a degree in business management and supply chain management from the University of Houston, along with an Architecture technology degree from Damascus Technical College (DTC). He is an active member of ACCEI and Urban Land Institute (ULI), demonstrating his commitment to professional development and industry engagement.
Currently pursuing an MBA from the University of Houston, Assem continues to enhance his expertise to better serve clients and lead in the construction sector. His unique blend of practical experience and academic knowledge positions him as a valuable asset in navigating the complex challenges of modern construction projects.
Shaz Butte is a seasoned construction professional with nearly 20 years of industry experience. As a co-founder of Highlands Construction, he has spearheaded projects across numerous sectors: retail, hospitality, education, industrial, modular, corporate interiors, and medical. His visionary approach and dedication to excellence have been pivotal in transforming green sites and old structures into vibrant establishments.
Shaz is certified with OSHA, the City of Houston Minority Business Enterprises (MBE) program, the State of Texas Historically Underutilized Business (HUB) program, and the University of Texas Economic Development program.
In addition to his time with Highlands Construction, Shaz is actively involved in several professional organizations including Urban Land Institute (ULI), International Council of Shopping Centers (ICSC), National Association for Industrial and Office Parks (NAIOP), Building Owners and Managers Association International (BOMA), and the Texas Restaurant Association. He serves on the ULI Small Development Council, the Lone Star College Advisory Board, Silver Fox Advisors, and the University of Texas Economics Recent Alumni Committee.
